Inflectional elements including modals corresponding to mood indicators occur rather late in English (as in all Indo-European languages), compared to the early development in Korean. The attunement theory might explain this kind of variation. Furthermore the controversy over deontic (distinction) first vs. epistemic first arises from not distinguishing between mood and modality.
