A survey of the literature on `negative-raising', and an attempt to propose an alternative to the traditional accounts. This involves a consideration of the relationship between modality and negation, and of semantic and contextual factors determining different expressions. The argumentation also aims to show that the theory of functional grammar is too limited to allow a satisfactory treatment, and requires expansion in the direction of deeper, and more abstract, non-verbal representations, as proposed in functional procedural grammar.
