C. describes two fundamental problems that 'nonce sense' (i.e. expressions that are semantically indeterminate) poses for traditional natural language parsers, and argues for a new view on parsing, in which the goal is to infer the speaker's intentions in using each word and constituent that he used, and in which nonce sense is treated as an intrinsic part of language, rather than as marginal.
