This book traces the history of foreign language testing from the nineteenth century in Britain until the largely institutionalized and industrialized European and US tests and test batteries of the 1960s, especially the TOEFL-Test of English as a Foreign Language. In a second part, the book documents how actual language testing is most powerfully accounted for by non-theoretical social and institutional forces.
