This paper deals with two larger Quechua language revitalization initiatives of the 1990s, aimed at extending indigenous language and literacy instruction to new speakers as well: Bolivia's 1994 national educational reform and a community-based initiative to incorporate Quichua second language instruction in an Ecuadorian highland school.
