This proposal to solve the problem of 'negative-raising' and related problems differs both from the traditional syntactic account in terms of a transformational rule and from the traditional pragmatic account in terms of a pragmatic inference schema. It is demonstrated that solving these problems requires 'deeper' representation levels than those available in the current Functional Grammar model, hence the development of a more encompassing model such as Functional Procedural Grammar.
