G. argues that knowledge of language itself plays a rather small, primarily enabling part in people's ability to communicate effectively, and that a large share of communicative competence is the ability to infer a speaker's plans, goals, intentions, and purposes from his utterances and interpret the speaker's utterances in the light of these, and to plan and execute speech in such a way that such inferences are most efficiently made.
