Annotation

This article shows how the efforts of Japanese educational authorities and schools to visible migrants vary from those to invisible long-existing ethnic minorities, such as ethnic Koreans. Focussing on interactions between the responses to these two groups illustrates the dialectic between globalisation and local forces.
