This paper on media performance uses content analysis to compare the coverage of the 1999 devolved Scottish election in the Scottish and British press. The Scottish papers seem to display characteristics, distinguishing them from the UK papers, which are broadly consistent with the substantiation of a deliberative political public sphere.
