Annotation

This paper discusses the distribution of rights and responsibilities in emergency telecommunication (viz. calls for help) during the 1990 Mountain Glade Fire case. The findings suggest that the ways in which the organized practice via which an institution is routinely created and personalized in interaction may constitute a source of institutional resistance to change.
