Annotation

The results of this study demonstrate that tension and ambiguity surround the TOEFL-test's status as an adequate measure of English language proficiency. English as a second or foreign language programs apparently assume a more critical view of high-stakes tests and the ways these views might conflict with institutional policies: English as a second language teachers are thus better prepared to handle such tensions.
