Annotation

According to this paper, one must distinguish between the dialogical site of parliamentary debates and their embedding within the langer dialogical network of public debates, and between parliamentary debates' background knowledge and context. It further argues that in parliamentary debates' context, there is no context to hypothesise outside the publicly available and empirically observable in the course of exchanges constituting and embodying parliamentary activities. And it shows that legislative activities within a Parliament are constrained by the MPs’ audience orientation, search for legislative relevance, and reference to, and employment of, procedural rules.
