This paper addresses the nature of EU mandatory or legally regulated genres, emphasizing their challenges due to their legal origin and complex processes of text production and reception. It is discussed why the European Public Assessment Report [EPAR], despite careful preparation, and detailed guidelines preceding its ‘launch’ into the discourse community, apparently doesn't live up to its communicative purposes.
