Using a cognitive connectionist approach towards meaning construction, this paper explores how voters make sense of the Dutch EU constitutional referendum. It is found that public discourse informs and constrains people's understandings, but doesn't determine them. The paper calls for a firmer audience viewpoint in political communication studies.
