This paper states that the adoption of indigenous African language literacy requires a policy addressing the issue of intercultural communication. To obtain major efficiency, indigenous African language literacy practices will have to balance between vernacular, transcultural and intercultural literacy. Definitions are provided for both intercultural and transcultural literacy.
