This paper dicusses how after the Hong Kong handover, strategic interaction between the mass media and those in power, created an 'equilibrium condition', with no apparent loss of press freedom, cultural co-orientation processes, and a national-local boundary. Given the breakdown of the national-local boundary in recent years though, the original equilibrium was destabilized, feeding new press freedom concerns.
