Annotation

This paper discusses the discursive changes that happened during the passage of the Communications Act through the U.K. Parliament and in the early stages of its implementation to explain how and why the ‘citizen-consumer’ concept became the key notion of the new regulator’s mission. It is concluded that legacy debates aimed at enhancing the ‘citizen interest’ involve important and unresolved dilemmas.
