This paper examines how social space and cultural identity affect the development of plurilingualism in Azerbaijan. Whilst the emphasis on efficient communication skills remains important, this paper reviews major developments in Azerbaijani language education policy and practice from the early 1990s up to the present, from the perspective of an increasing focus on language policies.
