Focusing on the official strategy discourse of the Finnish city of Lahti, this paper demonstrates how specific communicative aims and lexico-grammatical characteristics define the genre of strategy texts and how the actual negotiations concerning strategy text contain special sorts of intersubjectivity and intertextuality.
