This paper shows that conservative news media, commentators, and political leaders, when talking about the mainly poor Black residents who remained in New Orleans after Hurricane Katrina, emphasize the cultural boundaries and racial criteria for pertaining to and lockout from the rational, predominantly White, civilized community.
