Annotation

This paper argues that the failure of language planning in South Africa (no African languages' use in education and public domains, no language equity of the national official languages) stems from the absence of 'bottom up' language planning. It then questions the chances of success of a promising 'top down' language planning initiative, aimed at establishing official multilingual practices at the municipal level.
