Annotation

This paper discusses how Zanzibar's distinctive features make it attractive for the political elites to politicize ethno-racial identities to claim legitimacy to rule. Together with the question of the state's identity (Arab or African) and sovereignty (Zanzibar vs. mainland Tanzania), this political instability threatens Zanzibar's relatively new democratic institutions, the Zanzibar-Tanganyika Union and the democratic consolidation in Tanzania.
