This paper argues that the Australian establishment of the National Campaign Against Drug Abuse (NCADA) in 1984-85 was more an expression of political concerns -viz. perceptions of crime and government corruption resulting in social and political anxiety- than of health (viz. Drug (ab)use) concerns.
