Focusing on the individual, this paper argues that current discourses on change, human development and knowledge neglect existing power relations and add to a new reading of UNESCO’s discourse on communication. This evolution is then situated within a wider international context, that has witnessed the United Nations’ (UN) enhanced neoliberal perspective and the disappearance of both NIEO and NWICO.
