This study argues that, if teachers' professional skills are crucial for developing learners' English proficiency, the adopted enhanced ('more and earlier') English policies themselves will not yield the hoped-for English language teaching/learning results for Bangladesh and other developing countries and therefore their policy goals of cultivating human capital via English for national development will stay unrealised.
