This paper distinguishes between mono- and multicompetence, which is especially reflected in knowledge nature and organization in the mind, and tries to define multilingual competence, reviewing the latest changes in linguistic studies. There is warned not to overemphasize the role of usage in multilingual development as language makes up both structure and use.
