This paper argues that, although the South African constitution and associated legislative tools offer a supportive setting for multilingual education, successful implementation still awaits the production of adequate learning materials by the publishing industry. Given publishers' strong dependency on the schools market, the tardy execution of the governmental language-in-education policy, and the special challenges small publishers are confronted with, there is at present a deadlock.
