Annotation

Russia's behavior towards Russophones in the Newly Independent states (NIS) since 1991 has been characterized by ambivalence and has failed to provoke any “diasporic” sentiment. To become more realistic and winsome, the 'diaspora' policies should be more receptive to similarities and areas of mutual interest between Russophones and the titular NIS populations.
