This article reviews government officials' strategic use of the first person pronouns ‘I’ and ‘We’ and the proper nouns ‘theEducation Bureau [EDB]’ and ‘the Government’, in an effort to limn their engagement level in the realization of Hong Kong secondary schools' language of instruction policy.
