This article discusses how the political communicative competence of members of the Tokyo Metropolitan Assembly across speech contexts of ’monological’ street speeches and Assembly sessions, addressing distinct audiences, needs to be revised as shared, publically owned, interactional vitality, produced on the spot by interactional participants.
