Annotation

This paper concentrates on Japan as an interesting example of a mismatch between world-class economic prosperity and sub-standard English education from the 1970s to the early 2000s, followed by the actual separability between the media discourse on Japan's quest for global talent and the reality of many entities still promoting home-instructed monolingual male elites.
