This paper discusses how Danish emergency center call takers predicate their initial decision upon callers' entitlement claims (encoded into their request). The disadvantage of this staff custom is that ensuing questioning may, in fact, disclose the decision to be incorrect and the assistance dispatch to have been either prematurely started off or unduly deferred.
