The macro language policy goal of reintroducing English-medium instruction (EMI) in public Malaysian universities in order to ameliorate graduates' English skills and achieve the national development agenda, apparently doesn't penetrate meso (university) and micro levels as imagined by policy-makers. This reinstatement also challenges the provision of the national Bahasa Malaysia language in the Constitution.
