This paper discusses the evolution of medium-of-instruction (MOI) policy in East Timorese primary education in the decade since self-rule, emphasizing especially novel suggestions for mother tongue-based multilingual education. It appears an issue of stress between battles to determine new national identity and the globalised talk of potent international development aid associates.
