The 2011 Estonian high school reform illustrates the interest of macro–micro dialogue and coordination in critical language policy and planning. Educational discourses and practices could include Estonia's Russian-speakers more, whilst still fostering the crucial twin aims of the resumed independence period: normalisation of Estonian usage and societal integration, especially in the case of the north-eastern da-Virumaa county.
