This paper reviews 3 recurrent themes in macro-language planning for multilingual education: top-down mother tongue definitions can generate both deliberate and undeliberate results; language-as-worry replies to linguistic diversity might strengthen social lockout; and recognition of diversity and minority language rights needs to pass from intentional statements to on-the-floor execution if they are to become effective.
