The ‘intercultural dialogue’ idea, rhetorically operationalized as a policy in the 2008 EU White Paper, covers power hierarchies and underscores European social cohesion. Its policy discourse does not admit historical, religious, societal, cultural, or linguistic differences between European societies, but provides integrated – and greatly Western European – opinions on diversity management.
