Annotation

This textual-historical case study clarifies article 3 of the Belgian “Colonial Charter” (1908), addressing language and linguistic rights, viz the tension between the French-Dutch and the indigenous language question. Its theoretical interest for a better grasp of the wider matter of linguistic human rights is debated.
