Debating Hong Kong Special Administrative Region (HKSAR) government's discursive efforts, using logos, ethos, pathos and metadiscourse, to convince people to adopt two education policy reforms, this paper tries to explore the policy document genre from a metadiscursive outlook and to advise genre writers on textualizing persuasion.
