Annotation
Neoliberal urbanization impact is plain in Business Improvement Districts (BID), like San Francisco's Union Square BID, where a fit ‘business climate’ is cooperatively managed, and topdown attempts may result in panhandlers' reinventing begging as work/business. Language policy here has to regarded as (un)planned or transgressive.
