The execution of Japanese Primary School English language teaching policy (2011), compelling 4th- and 5th-graders to weekly follow English courses, is hindered by various factors. A “micro” approach minding diverse dares faced by local government, school, and teachers needs to be adopted before “racing” to apply PSE programmes.
