Led by language ideology and regime constructs, an ethnographic inquiry reveals that Uyghur ethnic minority students from the less thriving Xinjiang province were twice prejudiced in their English study at a Jiangsu university: compared to Han students from the prospering Jiangsu province, they probably had had less chances of a good English education, and English is only a third language amid china's ethnic minorities.
