Annotation

The regional University of the South Pacific, in an unmatched multilingual area, serves 12 countries, and its multilingual staff and student body either interact face-to-face or via e-learning and satellite communications. Still some institutional factors choke involuntarily chances to acquire languages other than English. Language planning at this university is debated regarding Hornberger’s (2002) metaphor of ideological and implementational space.
