This paper examines Franklin D. Roosevelt (FDR's) rhetoric in 1940, the decisive year in which the novel narrative of 'national security' on America's role in the world, namely of shielding already extant structures, took shape. It produced a national insecurity myth that has served as the justifying narrative for US policy through the cold war and the ‘war on terror'.
