Annotation

This inquiry centers on institutional bilingualism's discursive negotiation by a Swedish university's language policy committee during the process of draft language policy developing. Observing an ethnographic/discourse analytic view on language policy and planning study, nexus analysis is used to examine how circulating discourses are treated via mediated actions during committee meeting interaction and entextualized in a draft policy. ‘Bilingualism’ got reinterpreted as ‘parallel language use,’ a concept generated and employed in Nordic language planning over the past 15 years. Altogether, the inquiry points out discursive language planning mechanisms and the reciprocity between social actors and texts.
