This case study exemplifies a critical matter in the United States: the impact of highstakes EL classroom testing policies has caused a focus on student output, whereas input debates are much wanted and broadly lacking. Precarious language policy concerning bilingualism furthermore leaves the beginning teacher puzzled. How does policy context affects her capacity to negotiate and oppose policy (over time)?
