Annotation

The US Workforce Innovation and Opportunities Act of 2014 replaces Workforce Investment Act Title II, defining adult basic English education since 1998. The latter did not back digital literacy instruction, which had led to de facto language policy that restricted learner access to English language learning otherwise in three dinstinct, examined states, now and then negatively affecting ELL capacity to prepare for complete participation in civic and economic life. The new act may soothe these negative effects.
