Annotation

Framing biased language policies as structural brutality (cfr. Galtung, 1969), this paper demonstrates that conflict stays restive in Kosovo, where unfair language policies have been applied first to Albanians and then to Serbs. By contrast, policies that ameliorate linguistic rights for Albanians in Macedonia and Serbia without prejudice against Macedonians or Serbs in turn added to solve conflicts there. Moreover, integration of Albanians in Serbia has led to fewer incidents in recent years than in Macedonia. Policies that favor positive language rights (Wright, 2007) and underscore balanced bilingualism may be regarded as possible conflict resolution tool.
