This paper claims that Frege’s puzzle emerges solely in considering the cognizer’s perspective. Notably, Frege’s puzzle has nothing to do with the identity concept. The puzzle is based on whether the speaker/hearer (or writer/reader) grasps the names enclosing the identity-sign to be co-referential or not (independently of whether they are de facto co-referential).
