In French colonies, a little elite was “integrated,” educated in French and persuaded of its worth. Local languages and creoles were stigmatized and forbidden for school use. After independence, the French-speaking elite substituted the colonial rulers, using much the same language policy. Centralized language policy though misfired to alter broadcast established language practices.
